ROAD UPDATES

12/17/25 UPDATE

In our previous meeting, the majority of homeowners voted in favor of widening the road to help resolve parking issues in the neighborhood. After further research, we learned that most of our community lies within a flood zone. Please refer to the image below showing the designated flood areas. 


Only a very small portion of the road could potentially be widened, and even that would require engineering plans and county approval. Engineering costs are extremely high, and there is no guarantee that approval would be granted. Additionally, widening only a small section could negatively impact the overall appearance of our neighborhood.


For these reasons, it appears repaving the existing road using a reputable company that will also install a proper drainage system would have the most positive impact on the neighborhood. We're still gathering information to make as informed a decision as possible, so we haven't ruled out widening. But that path seems less likely. 


During the repaving process, no street parking will be allowed. Once repairs are complete, the board will enforce strict parking rules, as many residents have been leaving their driveways empty and using the street for regular parking. This has become a serious safety concern, particularly for emergency vehicle access.


However, the board wants to support homeowners by providing options to increase parking on their own property. We encourage anyone interested in widening their driveway to contact the Architectural Committee for approval. We are also exploring the possibility of securing a group discount from a contractor if multiple homeowners choose to widen their driveways. If you know a qualified contractor who can assist with this type of work, please let us know.

  • The shaded red area is the Floodway. No encroachment, fill or development is allowed within the Floodway area. 


  • The shaded green area is the 1%(100yr) annual chance of flood hazard Zone AE. 


  • The area outlined in red around the shaded orange area, which is the 0.2%(500yr) annual chance of flood hazard Zone X, is the only area where the road could be widened.  

Please see the following information regarding the widening AND/OR repaving of Birdsong Lane on the creek side:

  • Stamped engineered plans will be required showing the proposed new paved area. 
  • No encroachments including fill is permitted within the floodplain unless certification with supporting technical data, prepared by a SC Registered Engineer, is provided to demonstrate the encroachment will not result in an adverse impact to the floodplain. Adverse impact includes, but not limited to, any increase in base flood elevation, floodway elevation and floodway width. 
  • The new paved area is not allowed within the floodway area. 
  • The new road surface must be no less than 2 feet higher than the Base Flood Elevation. 
  • Engineer will need to provide pre and post development peak storm water discharge drainage calculations for the 100yr storm event to ensure that the post drainage discharge will not have an adverse impact to the floodplain areas and will not cause an increase in the Base Flood Elevation.
